CTLE (Continuing Teacher and Leader Education) - Professional Development

*** The purpose of this page is to provide clarification of the new NYSED regulations regarding CTLE.  Given the potential for additional and changing information to be released by NYSED, certificate holders are asked to periodically check the NYSED website (see Related Links below) for more updates and clarification. ***

Tracking LCSD CTLE Hours - (Professional Development Hours)

District Provided CTLE-

District-provided CTLE hours will be tracked through an individual's Frontline Education account (formerly MyLearningPlan). Certificate holders will no longer use the PD reporting log.  Available District approved CTLE workshops are being entered in the District Catalog in Frontline Education by the Executive Director of Curriculum Development's office, the Assistant Superintendent of Curriculum, Instruction and Assessment's office, or by the workshop provider.  Certificate holders will need to enroll in these workshops through their individual Frontline account in order to receive CTLE credit for these workshops (see Related Files below for directions).  Only District workshops in Frontline Education will be viewed as acceptable District provided CTLE hours, per new NYSED regulations.  Your Frontline Education account, with history of all completed workshops, will serve as valid documentation of your completed District CTLE hours.

Non-District Provided CTLE-

If you receive professional development outside of LCSD, it must be from a NYSED approved provider (see list of approved CTLE sponsors in Related Links below).   Certificate holders will need to obtain the NYSED professional development form from the company providing the PD in order for the CTLE to be counted, and must keep the form in their individual records as proof of completion. Non-District CTLE does not need to be entered into Frontline Education (formerly MyLearningPlan).

OCM BOCES Provided CTLE-

OCM BOCES utilizes Frontline Education (formerly MyLearningPlan) to register for BOCES sponsored CTLE (see "OCM BOCES Workshop Registration" below).

Credit-Bearing College Coursework CTLE-

For credit-bearing university or college courses, each semester hour of credit shall equal 15 clock hours of CTLE credit (i.e., a 3 credit course would equal 45 hours of CTLE credit).  Certificate holders will need to keep a copy of your transcript with your individual records as proof of completion.  It is anticipated that Course Pre-Approval Forms will be available to complete using Frontline Education (formerly MyLearningPlan) starting July 1, 2017 for ULFA & LAA members.

How are the 100 hours tracked in the TEACH account?

There has not been any concrete information released regarding when and how to start reporting CTLE hours to NYSED.  Please retain your completed CTLE documentation until further information is released from NYSED.

NYSED will ask that the certificate holder attest to his/her completion of the 100 hours prior to his/her re-registration in TEACH.  He/she will also be responsible for retaining a record of the CTLE programs attended and the number of hours completed.  A certificate holder must be able to provide the necessary documentation, if requested, showing that they have complied with the CTLE requirement.

OCM BOCES Workshop Registration

BOCES Workshop Approval ProcessTo register for a BOCES workshop, you will need to have a Frontline Education [formerly MyLearningPlan (MLP)] account.  If you do not have a Frontline username and password, please contact Staff Services at (315) 622-7153.   Once you have a Frontline account, you can enroll in a BOCES or District workshop by using the Frontline Workshop Enrollment directions (see Related File below). When registering, you will need to select the correct payment method and attach a Frontline Enrollment Form (see Related File below) to your LCSD conference form. Upon completion of the workshop, you can print a certificate of completion by using the Frontline Print Workshop Certificate directions (see Related File below).

Professional Certificate

  • For teachers and administrators employed 90 days or more (If you are employed less than 90 days in a given school year for any reason, including an approved leave, the required hours are reduced by 10% for each school year during which this is the case.)
  • Professional Certificate is valid for 5 years
  • 100 hours of professional development required every 5 years
  • ENL teachers must complete a minimum of 50% (or 50 hours) of required CTLE in language acquisition aligned with the core content area of instruction taught, including a focus on best practices for co-teaching strategies, and integrating language and content instruction for ENL students.
  • All other Professional Certificate holders (non-ENL certified) must complete a minimum of 15% (or 15 hours) of required CTLE in language acquisition addressing the needs of English Language Learners, including a focus on best practices for co-teaching strategies, and integrating language and content instruction for ENL students.
  • 1st year of tracking begins when your certification is issued (if after 7/1/16) or when you register your certification (if issued prior to 7/1/16)
  • Every 5 years the cycle starts again once you re-register your certification in your TEACH account

 

Teaching Assistant Level III Certificate

  • For teaching assistants employed 90 days or more (If you are employed less than 90 days in a given school year for any reason, including an approved leave, the required hours are reduced by 10% for each school year during which this is the case.)
  • Teaching Assistant III Certificate is valid for 5 years
  • 100 hours of professional development required every 5 years
  • Level III Teaching Assistants must complete 15% (or 15 hours) of required CTLE dedicated to language acquisition addressing the needs of English Language Learners and integrating language and content instruction for such ENL students.
  • 1st year of tracking begins when your certification is issued (if after 7/1/16) or when you register your certification (if issued prior to 7/1/16)
  • Every 5 years the cycle starts again once you re-register your certification in your TEACH account
